Licensing Qualified Engineers and Land Surveyors
Created by the state legislature, the North Dakota State Board of Registration for Professional Engineers and Land Surveyors (ND PELS), serves to protect the public by making sure that every engineer and land surveyor they license is qualified. Board Meetings
All Board meetings are open to the public. We welcome and encourage everyone to attend. You do not need to let us know in advance or schedule your attendance. However, if you do let us know, we’ll be able to make sure there is enough room to make everyone comfortable. If the meeting is a teleconference, please call us and we’ll tell you the nearest available location.
Appointed Members of the Board
Emmy Vareberg, PE
Chair
Ms. Vareberg was appointed to the Board on July 20, 2021. She has been a a registered Professional Engineer for over 20 years.
Ezra Ballinger, PE
Vice Chair
Mr. Ballinger was appointed to the Board on July 1, 2022. He has been a registered Professional Engineer for 13 years.
Nick Gludt, PE
Secretary
Mr. Gludt was appointed on July 1, 2023. He has been a registered Professional Engineer for over 25 years.
Matthew Weeks, PLS
Member
Mr. Weeks was appointed on July 1, 2024. He has a been a registered Professional Land Surveyor for over 25 years.
Holly Beck, PE, PLS
Member
Ms. Beck was appointed on July 1, 2025. She is a dual registrant, holding both a Professional Engineer License and a Professional Land Surveyor License. She has been a registered Professional Engineer for over 10 years, and a registered Professional Land Surveyor for over 20 years.

Kimberly Gullickson
Executive Director
Kim was born and raised in Mandan, ND. Upon high school graduation she joined the United States Air Force and served 21 years. She retired from the Air Force and moved to Bismarck in 2017 and lives there today with her husband. In her free time, she enjoys spending time with her family; traveling, camping, and fishing. She looks forward to serving the North Dakota State Board of Registration for Professional Engineers and Land Surveyors and strives to provide top-notch customer service and support.
Seth M Johnson
Licensing & Registration Officer
Seth was born and raised in North Dakota. As an automotive enthusiast, Seth spends his free time working on and racing cars at the local circuits in the upper Midwest. Seth has been employed by the Board since November 2019 and handles the majority of our registrant’s needs when it comes to applicants and licensure.
McKenzie DeWall
Compliance Officer
McKenzie was born and raised in Bismarck, ND. In her free time she likes to spend time with friends and family. She loves traveling and being outdoors. McKenzie has been employed with the Board since March 2024 and handles all of the Boards complaints and investigations.
Kara Harada
Administrative Specialist
Kara was born and raised in Montana. She has been in Bismarck for the past several years. In her free time, she enjoys paddle boarding, yoga, and hiking with her dogs. She is excited to be the newest member of the team for the North Dakota Board of Registration for Professional Engineers and Land Surveyors!
